Are you able to upload the website somewhere so I can see it and give you the exact code?
You should add the bootstrap 3 classes to the social and contact info divs.
Try adding the col-xs-12 class to both divs for full width mobile display and col-sm-6 (50% tablet width) or col-sm-12 (100% tablet width) for tablet devices.
